NEW FOR 2007

 Dear Residents:

Governor Granholm signed Public Act 357 of 2004 on September 30, 2004.  PA 357 of 2004 amends the General Property Tax Act to provide for the following:

ONE THIRD of a county's allocated millage or separate voted millage shall be collected in JULY 2005 rather than in December 2005.  TWO THIRDS of a county's allocated millage or separate voted millage shall be collected in JULY 2006 rather than in December 2006.  100 PERCENT of a county's allocated millage or separate voted millage shall be collected in JULY 2007.  100 PERCENT of a county's allocated millage or separate voted millage shall be collected in July for EACH YEAR AFTER 2007.

So what does this mean to you the taxpayer?  This means that

your summer tax bill will be a little higher and your winter tax bill will be a little lower. Here is an example of the cost of two-thirds:

  • Taxable Value      50,000      1/3 County Operating Tax        239.76

  • Taxable Value   100,000      2/3 County Operating Tax         479.52

  • Taxable Value   200,000      3/3 County Operating Tax         959.04

The county operating taxes will be collected starting in the summer along with the state education tax of 6 mills.

Under MCL 211.51, property taxpayers may defer until February 15, without penalty or interest, the due date of their summer taxes on their homestead, if their household income for the preceding calendar year did not exceed $40.000 and they are:

  • 62 years of age or older, including the unmarried surviving spouse of a person who was 62 years of age or older at the time of death;

  • A paraplegic or quadriplegic;

  • An eligible serviceperson, eligible veteran, or their eligible widow or widower;

  • A blind person; or

  • A totally and permanently disabled person.

Property that is classified or used as agricultural property may qualify if the gross receipts of the farming operation are not less than the household income of the owner.

Persons applying for a deferral must certify that they qualify for the deferment on a form available through my office in order to receive the deferral.  The form must be completed each year in order to have taxes deferred without penalty in any given year.  The form must be filed with my office by September 14 to receive the deferral.
